Can a bad fuel pressure regulator cause a slow start condition.

Change the fpr and try it anyway. If it doesn't fix the problem, you should be able to return it. My car was doing this as well and changing the fpr did fix it, although I did have a slight smell of gas in the vacuum line. My pressure too would bleed down overnight and would usually fire right up next morning.
