electric fans wont come on?

Default electric fans wont come on?
what could cause this?
i have changed the sensor on the driver side of the head and the sensor in the front of the water pump. my car is a 1997 trans am lt1

Stock fans aren't programmed to come on until 228 degrees (high speed at 235). Do you have any PCM programming done?

i have the hypertech programmer and it is set to 160 degree thermostat
