$300 for a handheld that might give 5-10hp, or $300 for a mail order that WILL give at least 10 on a stock car, but actually closer to 15 Most mail order places, like PCM 4 Less, will offer a discount if you need it retuned later for upgrades. I want to say $75, but not sure as I've only been to their site once or twice due to me not really being interested in a mail order since I'm an ECM :\

Yep, sadly the name brand "off the shelf" tunes are a waste. If you know someone with it and they'll do yours free, go for it! Hell, I'd even pay $15-20 to do it, but that's it. The only benefit of one of the handhelds is the ability to change for gear ratios (speedo correction), fan temps and I think some can scan and give you the SES code.
