Unburned gas in the manifold and exhaust ports?

Default Unburned gas in the manifold and exhaust ports?

I was doing some tweaking on my car today and had the throttle body off and noticed the bottom of the throttle body gasket, back of throttle body, intake manifold, and exhaust ports had kind of alot of unburned gas inside. Does that mean the tune is too rich? I was wondering if the overlap in the cam has anything to do with it? Cam is pretty big, bigger than an 847 and on a 108 lsa. Thanks guys.
