I would say build good low comp 383, that way it gives you the chance to supercharge it down the road, just my opinion.

i personally like forced induction. and have received quite a bit of power from a sn93 supercharger kit from paxton, running 8lbs of boost it made quite nice hp, hasent been retuned since ive added the cam/headers/injectors, but 383s are nice, what is your budget, its really how far you want to go with a deep enough wallet i assume go with FI cheaper route would be 383 unless your going to buy heads, etc. stock head 383ci lts make good power, one of my buddys from kystreets flippy1993z28 can give you more info on the 383

how about a nice heads/cam setup from a reputable company? with the results AI is getting these days, I'd say you'll gain more with their stuff than a supercharger, or 383.

boost is limiting on stock compression imo, though it will be more livable on daily driving and get better gas mileage (if you stay out of boost atleast)

how many miles do you have on your motor and what are your goals?
