Not necessarily, you may have an ignition or fuel problem.

he's got a buddy that has a 95 z that runs just fine, so he is gonna swap pcm's and see what happens... if thats not the problem, then we will go from there.

i kinda have the same prob but not exactly its shift perfect just cruising but at wot it shift 1-2 and wont shift bounces rev limiter i cant figure it out just got ir rebuilt like 8 months ago
