AC keeps blowing the Fuse.

Default AC keeps blowing the Fuse.

OK, so it's my brothers car (1994 Z28 - Bolt ons) When he bought the car, the AC was working fine for a while. Then this problem came up.
Turn on the car AC blows cold:
Until - the Fuse blows (AC Compressor Fuse) Then it stops blowing cold.
We replace the AC Compressor Fuse with a new one. Everything is working great again, for about 5 minutes (sometimes less). Then it blows the 15amp Fuse again.
It's obviously a wiring issue. I am just wondering if someone had this issue before and could shed a light on where to start looking.
Also, my brother said at one time he saw some smoke coming out of the steering column when he turned the AC on.
Need some help.

I'd start looking at the compressor clutch.

I'd definetely quit putting fuses in it, until you find the problem.
