Welcome to the club alex. There is a slew of things it could be, being you just had the engine out and not no way to know if connection was working prior (when bought car). Ive been researching it. As mentioned check to see if your cig lighter is working you might get lucky. If not, commonly its a bad ground where someone spliced in etc.Backtrace all your wiring from where you put in your pillar guages.. Mine hasnt worked properly since rogers installed my reverse guages, so taking all my dash apart this weekend figure out where they fooked up.

the pcm is working just not reading the plug, if the computer wasnt working the car wouldnt be running. cig liter works fine. its a obd1 with a obd2 plug. do the 95 camaros come this way?????????????????????????????

I thought the horn was wired in with the cig lighter too. I remember in my 95 the cig lighter stopped working and so did the horn. replaced the fuse and it worked again. Radio still worked though...

Yeah alex pcm working not guarantee you port will work if there is a issue amongst all that wiring between point a and b. Without knowing history of car, best bet be to use test light and pull fuses one at time to see if you got a draw from any circuits.Go from there jonnys haynes has the wiring diagrams. Its a big can of worms, could be ground issue, short etc. From anything to aftermarket radio to alarm to the guages you put on depending on what you got power from. But didnt you have some pcm issues right after you put engine back in? That also be good place start.

Could be the cable itself. Especially if you are using the USB port on the laptop. This is a very common issue. The USB does not convert the signal correctly. Just a thought.

good suggestion we should clarified the scanner that was used etc. There is just no communication coming from the aldl port.

yeah i was sorry. Yeah i realize that, thats what threw me off.The scanner he used reads obd1 and obd2. Thought you were suggesting a non communicating 16 port could be solved via that method hense the confusion

It doesn't matter if you have a scanner that reads both OBD1 and OBD2. You have to use the OBD1 connector (if it has both) and connect the pins like pictured in the link I posted. There is nothing that you can just plug right up and read the codes unless you modify a scanner to work.
Or are you saying this problem is ONLY with the 95 being obd1 with a obd2 aldl?
