Your trying to make a big goal on basically no money.

IMHO buy the new 21* trickflows that just came out for $1500 to your door. Talk to AI or LE about a custom cam setup and what valvetrain parts to use (lifters, pushrods, timing sets). You can make 400rwhp on a stock bottom end, but you probably won't be able to do it on stock heads unless you spray it.

But theres another option that will make your car faster and cheaper. Talk to Nitro Dave's Nitrous Outlet for a plate and bottle kit, I have heard their plates hit HARD. That would be alot cheaper way to get power, but its at a risk.

Worked great for me. I had well over 415rwhp on the stock bottom end and a car you could drive everyday! Lloyd is awesome to work with. I had my heads ported from him about a yr ago and we still talk all the time or he e-mails me just to see how things are going. Listen close to everything he says and you make killer power!
AI makes some killer **** too.

to the op, i know someone who ran a 12.9 with 1.6 RRs, stock heads, cam, shorty headers, open cutout, 3200 stall, 3.73s and stock ram air. and this was on Kumho tires. so 12s are not impossible without headwork
