3.4L fireturd problem

3.4L fireturd problem Runs really rich and hard starting after sitting awhile. Also goes through a tank of gas in under 200 miles,lol. My son needs this fixed so he can get better gas mileage. Well fuel pressure was checked and he says when keyed up it dont build up fuel psi on the gauge. But after it runs, it goes to 32-35 and with the regulator vac. line disconnected and plugged it goes to 42-45.
Well he decided to throw in a fuel psi regulator and that didnt seem to fix the problem. I told him its probably a fuel pump check valve or something or something but who knows. Another thing to is that he said after you turn the car off on the gauge it reads 32 psi, then bleeds down immediately after shutdown of the vehicle to about 15 or so. Please help me out so I can have him diagnose the problem vehicle. Thanks
