Default Failed Emission, possible fixes?

LS1tech,
I bought my car in to get emission test today and it failed under the 15mph test. Here are the results
15MPH | 25MPH
Limit Reading Result | Limit Reading Result
HC ppm 48 10 Pass | 53 12 Pass
CO% .19 0 Pass | .28 0 Pass
NO ppm 632 791 Fail | 614 536 Pass

Is there any reason the NO result was higher at low speeds? and My car is a 1994 Z28 A4 stock except for GMMG and CAI. Any thoughts about what I can do to help it pass?

Thanks George

Man that's not too far off. Go to O'Reilley and get a can of "Guaranteed to Pass" and follow the instructions.

My old boss ran it in his h-piped 89 lx 5.0 and passed the sniffer test after failing once. I have never used it myself but have heard several accounts of it working and none of it failing.
