Ummm - that guy was lying to you as if he is selling parts from a "Cash for Clunker" vehicle then he is comitting a federal crime. As per the program rules the whole vehicle must be disposed of and crushed. This is why so many parts dealers were pissed as they cannot make a dime off the parts just the disposal.

What pisses me off more than anything else was a guy at the local dealership had a 88 caprice with 4500 miles that someone traded in for cash for clunkers.
It was in the used car lot for 9K... he said that the dealer could resell the vehicle if they did not claim the 4500 rebate from the government.
