Yes, they do require rewritable chips be burned and installed. Although it's a simple process.
The ECM itself doesn't really become an issue with most cam choices.
Although I had problems getting something with a lot of overlap working properly.
Make sure you get a good tune to match your setup.
I recommend FastChip.com, Ed's arguably the best LT1 tuner you'll find.
You can tune it yourself if you have the software and a chip burner.
I've had it done that way too, worked ok to get the car running and driveable with the ported heads and 224/230 cam,
but a good dyno tune at Ed's made a world of difference.
You could convert to carb if you really wanted to.
It would make tuning a little easier, but you won't get the performance or economy you would from an EFI setup.
