Default Oil out my dipstick tube normal?

i have oil spray out of my dipstick tube.. the stick itself is broken on the top. the tube steams a bit when car is fully warm too.. is this normal? or does it sound like who built the motor rings bad? or is that much spray/steam come out of that tube if its not sealed normal?

Your getting blow by for sure, rings might not have seated.

Does it come out at idle or under load?

Pull the dipstick out and the oil filler cap off, you should have 'some' smoke/moisture coming out because all engines have blow by. But if its a cho-cho train then you have an issue.

Do a compression/leakdown test if you can, that will pinpoint the issue.

its not really puffing, its constant steam coming out from what i see. oil doesnt come out unless i am driving, so its fine at idle but under load rpms is when it starts coming out

You have some real blowby then. Compression check it, I bet you have a dead hole with some bad ringlands or a piston.
