That's dyno tuning. I'm sure these guys are more than well aware of what dyno tuning consists of. Regular tuning is done with a laptop/software or by mailorder thru PCMforless, trifecta, Madz28, ect.

800-1500 is WAY to much. im going to get mine dyno tuned(at a shop with a high recomindation level) for 375, and they offer to go to the track with you and get a little more percise with it(for an extra cost). i have a 383, cam, heads, nitrous, and so on. they are also going to tune out all the abs sensors/evap/air/tcs... this is on a dyno with a guy that has been doing it for about well since the lt1 came out. he tuned my friends camaro in 93 when he built it...
