I would suggest finding out the most reputable machine shop in your area to build the bottom end of your stroker. Then contact Lloyd Elliot and tell him what your goals with the car are.
I have the TEA heads that have been worked a little 230cc with a custom cam and mild compression 11:0:1 car makes around 440 rwhp.

Well just to give you an idea my heads only, cost a lil north of 3 grande to buy the heads and have them worked. These are the best heads Trickflow has to offer.
YOU DO NOT need trickflow heads to accomplish your goals. Your stock heads can be taken off and ported with a custom spec cam and healthy compression. There are several sponsors on here that have proven this.
I would either go trickflows or AFR's or send your heads to Lloyd and let him spec you a cam.
Lemme ask you this have you ridden in a car with 450 ish to the tire.
I guarantee you 400 ish to the tire would be enough to spank all the rice in your area

...he shouldn't have any problem spanking rice stock.
If you cold air system and exhaust are off the shelf neither will support 450rwhp. 450rwhp is an achievable goal but a fairly aggressive one that will take knowledge to hit and the ability to sort out the majority BAD info on the forums from the little bit of good.
I agree with BADMOON too, you need to sale back your goal, you get over 400rwhp and make it hook at the track and you are looking at a rollbar, could even be looking at needing one with less power if the chassis really works.
Oh and no off the shelf head and cam is going to hit that goal, you need professional porting.

Building a motor takes some thought and a plan, don't just goto the bottom of the page of the catalog and start buying parts.
