Default 14v off A2 pinout (PCM ground)...is the computer shot?

I can't get my fuel pump to turn on when i cycle the key and I just tested my DLC port and i'm getting 14v off my Blk/wht wire, which is supposed to be a ground. So i went directly to my computer and found that wire (A2-pcm ground) and i'm getting 14v there too...does this mean my computer is blown? and might explain why my fuel pump isn't coming on?

I've been doing a OBD1 swap on my 93 Camaro and i've been playing around with the harness and pcm a lot, but i don't think i've grounded any hot wires or anything....I'm getting 14v off my A30 (serial data) wire still...or is this the wrong voltage too?

ah!, faults alarm....i didn't have the PCM grounded...that was screwing everything up. Nothin wrong now!
