GEARS: I have have ran a lot of different gears. I like 4.10's the best.
I think you need to define "cheap" better. Everyones definition of it is different. Nitrous is cheap, at least in comparison to other things that would give u that much power.

The Best V8 Stories One Small Block at Time
Gears (3.73 for an automatic, 4.10's for a Manual)
1.6 Roller rockers
tune from PCMforless
Drag Radial Tires
Catback exhaust(a nice sounding stainless one so you never have to dink with it again)
Cutouts-get rid of the catalytic converter
Ditch the spare tire/jack for a little weight reduction
that'd be a great start and among the cheapest of parts
also some notes you should prolly take down since you seem new to the LT1 game:
1. leave the Mass airflow censor alone (MAF)...you won't need to upgrade the stock one is fine for mildly modded motors
2. Hypertech (and similar) Programmers do not provide performance gains like they claim, but can be handy for little things like setting speedometer calibration and engine fan operating temps
3. Factory Intake manifold is a great design, and you won't need to upgrade unless your making serious power.

happy postings and good luck
Do all the Free Mods; Trickflow intake boot, 160 thermostat, throttle body by-pass, weight loss and if you don't daily drive it maybe consider a Electric Water Pump which are good for roughly 10-12 HP. If you have a A4 look into some 3.73 gears and you can never go wrong with a nice set of Long Tube Headers
Don't forget about a PCM Tune afterward.
