few questions / problem with pics

What should i use to block these off i dont have opti vent and just removed AIR.

Now bigger problem the header bolts wont go in because the primary tube turns to soon damn pacesetter issues.

1.) Standard 5/8" vacuum cap.

2.) Bolt/screw/silicone/tape/melt the rubber/hire the little Dutch Boy to put his finger in there.

3.) Use a shorter bolt.

If that header bolt is 1" try a 3/4" bolt.
