Average mail order tune gain?

Tried to use search didnt come up with much.

What is the average gain of a mail order tune for a basic bolt on car, longtubes with no H/C/I.

I know I have seen about ~13rwhp just for the powering tuning for 91 octane.

I never dynoed it but I gained quite a bit with Ion (madz28) from seats of the pants meter.

After the tune I would chirp the tires spinning into second with 2.73s.

IIRC at pcmforless they told me 14-17hp for a stock/bolt on car...and another 1mpg or so.
