Disconnect the TPS pigtail and make sure you are getting 5v at the TPS power wire and ground. Then find out which PCM pin the TPS sensor signal leads to and test for continuity at the pigtail. If all checks out, plug the sensor back in. Now with a buddy in the driver seat and the car at KOEO, read the voltage at the PCM pin for TPS sensor signal. It should be about ~.6v (from what I've read). Now have your buddy slowly push the gas pedal down towards WOT. You should see the voltage at the pin increase linearly. When the pedal is at WOT, you should see 4.6-4.8v (again, from what I've read, double check that). Now if your voltage is reading out of range, check to see that the TB stop screw is not adjusted too much and make sure that there is no obstruction to the throttle lever arm or throttle cable. The last effort to get the readings within range is to remove the TPS sensor and widen out the tabs where the sensor screws bolt it down so that you can rotate the sensor clockwise or counter clockwise while it is on the TB. Adjust it to where it needs to sit so that you are within the acceptable range and then tighten the screws.
