I had an ignition issue like that before, but it occurred at a certain rpm, not speed. I replaced a bunch of ignition parts at the same time so I don't know which one fixed it.
If it's an issue from a low speed limiter set by a tune, you can check for a chip since its a 93. If it has one and doesn't have any mods that require a tune you can pull it.
