What does the starter have to do with this?

ALso here is your specs, yours seems a bit low for key on engine off specs.

If the fuel pressure doesn't drop below 38psi while cranking then it should run. Yes it is on the low side but it should at least idle with that much pressure.

There are two grounds by the starter, I think Ive got all of them connected to the starter instead of grounded.

You have 38 psi at the rail but the tinyest bit of fuel comes out?

What do you mean 2 grounds by the starter? SHow us a pic of what it looks like or what color the wires are.
