I dont know What to do now as He lives in Arizona and im in Ohio. Had a Good Trader Rating so i didnt Really hesitate on buying them.
Can Anyone Help Me? I Hate to do this to the guy if he really is telling the truth but I need to get my money back or Tires.......

Never, ever, EVER mark payment for something as a gift. It waives all rights and options you may have in case any issues arise. If they are too cheap to take the 3% hit then offer to cover it for them, thats a lame excuse since its just 3 bucks for every hundred and most buyers are happy to add the bit extra if you ask.
Not saying this case here is a scam, but it sure does look fishy.
Other common scams are buyers overpaying and requesting money back, or sellers that are way to eager to ship a car.
