Throttle body question!!!!

Throttle body question!!!! I have a 96 z28 lt1. I just tore down my motor do to a bunch of oil leaks intake, oilpan and timing chain cover. As im putting the intake back on and bolting the throttle body back on i notice a place that water goes through the tb wat is it and and wats it for the guy that had car before me by pass it for sum reason do i need to fix that or leave alone ne answers would be great appriciated thanks guys
