lt1 issues

lt1 issues hi yall im new to the forum and a couple questions on my friends 97 30th aniversy z28.
she called me the other day and said her upper wter hose blew and since then she said it feels like shes pullin a trailer all the time??????? i was wondering if its the opti-spark to blame or if im jumping to conclusions? if it is the opti is there anyway to check it to be sure? i havent looked at it at all yet but i juat wanna be prepared
and the other question is she had to replace the fuel pump and since they did i guess it gotten worst mileage and doesnt run as well, ive drove it and it seems to have plebty power but the mpgs dont seem to be to great. yall think its just bad pump or soemthing else?
and finally just a question of cuiousty, what in gods name is up with the foot tall spoiler on the back? is that common?
