Probably Ignition Control, but you really should post the exact trouble code you are getting and what your symptoms are.

Ill put the code on here soon but like the car spins acts like its about to start then it kinda starts for a sec and dies and does that over and over then after doin like 15 -20 times it starts any ideas

Sounds like the ICM is bad or coil

Also the guy that had it before me cut and spliced some wirers under the dash is there anything underthere that mite be causing this

Well we changed the icm my dad was thinkin that mybe its that connector that plugs in the top of the distributor cuz when we were bleeding it we think some of the coolant mite have got down in there
