Default fuel pressurre

so in my book it says my car should have 43-47psi of fuel pressure and its barely 40. its got a new filter. im having issues with it right now and i had it tuned and the guy tried giving it more and more fuel and it just kept running lean. so im thinking a pump will fix it, what are your guys opinions thank. o and pump and injectors are stock right now

Dumb question, but you did pull the vac line from the FPR before you measured the fuel pres? Also, are you seeing it drop under load?
