I know what VATS is what I mean is he saying that vats needs to be disabled or that it must already be? Because I just had the car tuned and I did not have vats disabled. And the car runs. Although Im having trouble getting it running perfect for what seems to be the rocker arms not being adjusted right, even though I know how to do it and have set them 5 times now

If you are getting a security light and the starter enable relay isn't being grounded by the bcm/theft deterrent module then the key resistor isn't being read/working which in turn means your fuel injectors won't pulse because the bcm/module won't send the 50hz signal to the pcm. There is a possibility that the bcm/module is bad, I'm second guessing myself at the moment.

Fuel injectors won't pulse...but it's running? is that maybe why it's running like crap

If the engine is running, whether it's running good or bad, means the fuel injectors are working.

With my battery in the trunc, while cranking, voltage on the dash gauge drops to 8-8.5V, is that OK?

Sounds low to me, have the battery load tested.
