right side o2 stuck at 1.092 volts

Default right side o2 stuck at 1.092 volts

I have replaced this o2 sensor twice. I have tested the harness per the tech manual to test for bad pcm/ wiring and it check out good. It will read. 450 untill I ground the threads of the sensor to frame. ( I did that to make sure it wasn't actually sniffing raw fuel in the header) when I ground it it immediately spikes to 1.092 volts. Any suggestions?

I have checked around the headers and there are no burnt wires.

If I had to deal with this I'd disconnect the connector and hook a digital voltmeter to the sensor. Then see what's really going on.
