600rwhp is when you start asking for problems with power adders and ls. Sub 550rwhp with a good tune should last a long long time. If something goes it will most like be a ring land or a rod depending on how high its being spun.
Could always freshen it up and go forged rods and pistons with the stock crank. Would give you a lot more peace of mind without breaking the bank.
It will be a mighty task hitting 450 for an lt1 on motor, no?

honestly i see no reason to have a 450rwhp daily driver if youre on a budget.. sounds like the op needs a shot and some bolt ons.
i would definitely not go boost if you have money in mind. a kit will run ~2500 plus ur gonna have to build the bottom end. i have run enough bottles thru lt1s to know these bottom ends dont mind nitrous. never had any problems besides a head gasket giving up. just make sure your tune is ok. easy 450rwhp.

I have a friend with relatively simple bottom end and good heads and cam and he is at 440rwhp in an LT1. It's a 383, 5.85 eagle rods, cast crank, srp pistons, billet splayed caps on mains (spent the money for all good machinework). For heads he has 210 afrs competition port which flow really well and a semi aggressive Hydraulic roller. If I remember right he didnt have more than 7-8 k in the motor as he bought a few stuff for good deals on forums. all the extras add up though like new opti some new sensors, ewp and headers etc. the car isnt setup for 1/4 at all stock gears and rear but puts out good mph for a full weight 97 ss w/ t tops.
I would imagine the best way to keep it driveable would be to build the bottom end (forged crank, good forged rods and low compression forged pistons and get a blower on top. You can push good boost out of a good driveable cam and you wont have to spend billions on the top of the line heads and cnc porting.
When people fail to hit their performance goals it is often because they look at a very well setup car, pretend to use it as a recipe and then substitute parts that are "just as good".
Does the original poster realize that this kind of power used even halfassed will need a rollbar?
There is a guy in NJ who was looking to sell a I think 455rwhp car that is just what you are asking for, has run 10.8. Would be much cheaper than trying to build.

If he wants 450rwhp and no spray, boost is the only route I see within reason.
Where did this hp number come from? "450 rwhp" you should know that your goals are going to be somewhat pricey once you start breaking rear ends when you actually hook properly while driving hard. In all honesty GMHTP did an article on a 9 sec lt1 that was stock as far as motor..but it did have a serious blower, tranny, and rear with crazy gearing on it. But you have many variable what's your budget?

i will be in AZ so smog is not to bad. My old 98 ls1 made 340 rwhp with straight piped exhaust and free mods with a tune. so i thought 450 was a good round number. my budget is pretty much how much i get for my 70 Monte Carlo SS. 10-13k maybe. thought a lt1 car would be good because you can pick them up cheap. that means more money for motor work.
Agreed. You dont need fancy setup's to hit the 450 mark. ****, I know of several heads and cam LT1 cars that have hit the 450-500 mark several times. I'll even throw a couple of names out for ***** and giggles: Alekks old combo made 500 with a heads/cam setup, I forget his name, but he used to post on cz28.com. It was a red m6 Formula with a 355 that was makeing 480 and running mid 10's.

Solid roller, FAST system, 100% max effort build. It's not as easy as you make it out to be, but it isn't rocket science either.
