You could do that N/A for your budget or close. You could also go forged LS and a small power adder and make that power all day long.
Hell you could do a stock 5.3 and 10-14 lbs depending on what size super / turbo and make that power stupid easy.

And, I have to agree with the LSx prescription, as much as I love old school SBC. But if you do go ahead with the SBC 434 I want to see it when you get it done. Me personally for that kind of cash I'd do LSx with a wicked valvetrain and a supercharger and save the rest of the cash. Lots of fun any way you go...
How many 600-700hp NA LT1s do you see running around dirt tracks every weekend. SBC's can easily make big NA power.

First, if you have an original SBC 400, advertise it and let it go to somebody restoring a Impala or Monte Carlo that needs a period correct block.
For high performance use, the Chevy 400 is too fragile and has some quarks to it.
You'd be better off getting an aftermarket small block package that's like the Shafroff 434 mentioned above. You'll have to come up with a solution to squeezing it under the cowl.
Better yet, go with the LS option. You can do a carburetor on an LS, there are stand alone ignition controllers on the market for retaining the coil pack ignition.
