Check the TPS voltage at idle and all thru the range. It should read adout .67v at idle. Hit the throttle a few time to see if it returns there consistently.

Without software the only thing you can do is scan and check for your iac counts to see where they are at, if you don't have anything to scan with try opening the TB ever so slightly or close it and see what it does, drive it a bit for a relearn or snap the throttle a few times...

I had this problem a while back, and struggled to find it. My problem was from a crack in the belly of the stock rubber intake elbow. It was sucking air in through the crack. Lol

a vacuum leak is also a good guess. how does it act when ya unplug the MAF then start the car and drive it?

I believe when the IAC valve is sticking it will do that. It should open when the car is decelerating so that air can bypass the closed butterflys.

sounds like a vacc leak.
from your discription of surging up and down. the IAC will adjust for unmetered air entering the engine. it gets a reading from the 02's. spray around your engine with brake clean. hit the rubber hose's and around the intake. if it changes the way the car idles you found your problem

ive had this happen more than once. IAC valve does it, and i had a bad tune that did the same thing. Told the tuner, fixed it real easy, replaced my IAC and also fixed it.
