Lt1 budget of 3000
I have a 95 trans am stock and investing $3000 into the engine im still young and dont know much about cars but im learning as i go i would like to know what parts shouldd i invest on and the diffrence between the stock parts and after market parts that would give me max tourque and HP but wont snap my rear end my goal is to reach somewere around 400hp?
Well there are people that do cam swaps a high miles but somewhat risky And doing a cam u just cant swap cam u need new valve springs pry would wanna do 1.6 roller rockers push rods not needed but harden ones are nice to have of course your gonna need a tune pry would wanna do long tube headers since u have high miles pry a timing chain and gears and for sure and gaskets water pump timing chain cover gasket

Is your car auto or manual and what is it's primary use going to be?
$3,000 can get you far or it can get you nowhere; it all depends on many factors.
For instance, my street car (locally driven) is a 1994 Z28 (automatic) with a rebuilt 350 (stock heads/cam/compression). All it has is headers-back exhaust, cold air intake and 4.56 gears in the rear. It is extremely snappy up until about 100 MPH... plenty fast for the street. Spins those 11" tires at 40+ MPH and accelerates very hard (like 0-75 in the 7 second range). It's no slouch on the street and can hang with some pretty mean cars. Looking into a mild cam (around 226/232 .578"/.574") and a 2,500ish converter. It should make the car a bit quicker and still keep her under the $3,000 budget from start to finish.
On the other hand my 6 speed trans am is torn apart. To the day I have over $6,500 invested into it (including initial purchase for $3,500) and still have nothing special. This winter the motor is off to the machine shop for an overbore. Budgeting $2,800 into a short block 355 that I plan on throwing LE2 heads/cam behind along with a 100 shot.

Send your heads off to Ai or LE to get done, they will do the heads for around the 2k mark. you will need some other parts to go along with that and it will take up the rest of your budget.
if its a stock car HEADS/CAM would be a waste of money &would be something to do a little further down the line.

6speed- same as auto..... except clutch instead of stall.
THEN heads/cam can be thought about... plus, the supporting mods are HIGHLY RECOMMENDED before H/C...

yes but then at least, his top half of the engine would have been redone. It is harder to save thousands, then couple hundred for the supporting mods. Boltons I am refering to, not getting into the rear end.
I would also say do what was said before, get it checked out and make sure that it is in good running order.
Also, we need full stats on your car before anyone could help you, you have yet to mention trans you have.

Once again, do not do this stuff if your bottom end isn't in tip top shape. and don't forget about a tune and bolt ons (intake/exhaust). Not sure if the 232/240 is too big for stock gears or not either. You will be pushing the limit of a stock bottom end so the tune needs to be done right. (I'm sure you've heard about the stock bottom end separating connecting rods due/spinning bearings to rod bolts or detonation.)
