It looks similar to the mild emissions friendly custom LE cam to me except it has the same lift as a LT4 hotcam.....I dunno...some custom baby cam it looks like somewhere between the hotcam and LE cam. I would step it up a notch unless emissions are a concern.

I'd say it's the Hotcam, or at worst a poorly executed copy of it. and no, it's not worn out just going by those numbers. A visual inspection would tell you more than the numbers whether it's worn or not.
The machine accuracy/condition/setup could easily account for the ~2 deg duration discrepancy. And the ICL number just shows it wasn't indexed in the machine as you would run it in your engine.

It looks good visually no nicks ect but I'm really thinking of going with a cc503 it's just that I got the cam for free so I was thinking of throwing it in and seeing if I could bust 12's just don't want to do the work if it's not at least a hot cam

Nothing about that cam will keep you out of the 12's.
Go with it!
Even if those numbers are accurate, don't kid yourself that 2 degrees of duration will make any noticeable difference.
Make sure you index it, preferably to 105 to 107 ICL.
