It should be ~43 with key on car off. Idle it should drop down 3 - 7psi so anywhere from 36 - 40psi at idle.

So if its reading 60psi at idle and 20psi not hooked up. Its obviously off by 20psi.

When you bump up pressure a smaller injector acts like a bigger injector because when it opens more fuel is flowing through because there is more pressure.

36 is kinda low obviously not enough pump if it hits that.

I just dont know why my hypertech guage is starting 20 PSI high. Is it broken?

Probably because its hypertech? Commonly called HyperCrap.

How much it drops from motor off/key on to idle depends on the cam.
