Aftermarket Flickering Gauges modification?

I have seen some of the newer cars that have gauges/interior lighting that flicker when you turn the key on or the gauges on...kindof like how a flourescent bulb flickers as it turns on. I have been searching for a modification or a way to make my lights flicker on like that...Only on or off, not when I am driving or anything crazy.

Has anyone seen anything like this or have any idea how to make it happen? I am not an electrical expert at all so I have no clue what it would take, or if it is even possible but I love the way it looks. Input?

Any idea which cars do that? I've never saw one that did that unless the battery was dead.

Lots of new cars do this. I am actually working on making it happen in my car. Requires LEDs for the quick light up. I'll post when I am done.
