If you like it loud and just looking for a muffler, Cherry bomb Pro is what I have and was only like 50 bucks. I also have shorty headers and not cats, so that also helps the sound I'm sure.

Go for electric cutouts and some sort of flowmaster. That way you can switch from performance to sound anytime you want.

Get a summit racing magazine. Every muffler in the world for good prices. I'm running Corsca with no cat and it sounds awesome, hardly any rasp at all. It is pretty expensive but worth it IMO.

IMO, Magnaflow is the best cat back for the money....sounds awesome, not too loud for everyday driving (loudmouth), and it's the least expensive STAINLESS exhaust you can buy so it will last forever; unlike flowmaster ect. which will rust up quickly.

I wouldn't get a full 3" catback if you aren't planning on getting headers. Stick with a muffler if all you really want is sound. Magnaflow is my favorite for the cash and isn't too loud to drive everyday.

I LOVE my SLP Loudmouth 2 system. That 2-3k RPM torque band melts my ears, and its just the right combination of quiet when need it to be and loud when I want it to be--not sure how headers would sound with it though. I think I paid 450-500 for the system and 93-97 adapter pipe when it was all said and done.
