I would say thats low but not for your mods. get some 3.73 gears so the converter can stay locked at lower speeds and tune it... that will bump it up to 17-18mpg easy. Ideally you want the converter to lock around 40-45mph.

Third gear locks up at 47ish. 4th will lock up at 55. I'm going to put 3.42's in it. I'd be ecstatic with 17-18.

My 383 le2 heads cc306 cam, built 700r4 trans 3600 stall, 373 gear 93z28 still gets about 19mpg on the freeway. City is like 14.

It's not HORRIBLE mpg, but it should be better.
