Free!? Nothing is free in the performace world LOL.
Cheap mods to look at first is a cold air intake of some sort with high flow filter (you can rig one up yourself cheap or buy used...maybe +10hp), put a test pipe in place of the cat (+10hp) , invest in sythentic oil for the engine and rear end (maybe +5hp), you could do all that for less than $300 and definitely notice the difference.

Ya that cat on the drivers side.. that would be a PITA to weld in place of that. Just get some LTs. You could do the throttle body bypass, and the coil mod to keep it cool

Sythethic oil in the engine, Redline ATF in the tranny, rear end fluid change, throttle body bypass, cold air intake, Air Foil for the Throttle body.
Those are about the cheapest things you can do, should be good for 15whp atleast with all of that.
Then headers and go from there.

Weight removal is the ultimate "free" mod now that I think about it. Take out your spare tire, jack, back seat, passenger seat, AC, interior panels, radio, carpet, insulation, ect. and it will "feel" like you just added 50hp...I'm not much of a fan of weight loss myself however, I like all that cushy junk.

Free mods?
U get what u pay for.
I guess u could port your own heads for free, intake too - good luck. Install some cheap manual exh cutouts - almost free. Thinner head gasket - again almost free. When time to replace stock filter install K&N air filter. Find a local with the hardware and software to tune your PCM then bribe with beer for tune - cost of beer.
