Yep. TunerproRT is free with a 10second nag screen when you open it that you can pay to get rid of. Fully functional.

If you have Win7, for the Winflash program to pull and flash .bins you have to run the setup program as an Admin under Windows XP compatibility mode for it to install properly. Just right-click/programs/properties on the setup .exe and check the boxes under the compatibility tab.

Damn, not sure if anyone has tested with that yet. Does it allow programs to run in compatibility mode for XP? From what I hear most Win7 drivers work fine on 8 so detecting the cable won't be an issue, but installing and running the software may be.

Honestly the easiest thing would probably be to partition off a couple gigs and dual boot XP onto that partition. You would only need to make it ~5GB if you are only going to use it for tuning.
