I have a problem with removing the front swaybar

I have a problem with removing the front swaybar I'm replacing the front sway bar on my 97 TA and got everything disconnected except one bolt.
My problem is with one of the bolts on the bushings. Three of the bolts looked like this (a normal bolt):
And the problem bolt look like this:
It had a nut on the bottom of it that I removed. The nut in the middle seems to be a 13 mm just like the nut I removed, but it must be rounded off a little because I can't get it to back out with my wrench. Is there a trick to removing this bolt that I'm not seeing? This is the only thing holding me up from completing this project and everything else has gone smoothly.

What is that metal plate connected to? I would grind the stud off, pull the metal plate out of the way if possible and use a six-point socket on the nut to try and take it off. If the proper sized socket doesn't work, hammer on a smaller sized socket.
There is bolts or screws up on top side of that black bracket. You just have to get your hands up in there. Try taking a bolt out of the plastic down below and bend the top plastic out of the way.

I figured out that I need to remove the bracket and it's only two bolts. It looked like it was part of the larger bracket and there was no way I was taking that out. Thanks for the advice though.
