With VATS tuned out....?

Default With VATS tuned out....?

What exactly does it do? does it still have to see a fuel enable signal? VATS is tuned out, resistor is installed for key, and has no security light flashing or on after about 5 seconds
Problem is ever since I got my car back togather sometimes it will not start. It is firing but has no or weak noid light on the injectors. You can keep screwing with it for a few minutes and it may start. Someties you can swap PCMs or hook battery charger up and it may start. Once it starts it runs fine? any suggestions cause Im out of ideas

Tuning VATS out eliminates the need for the fuel enable signal. Give all your grounds a good check.

That's what I thought.
I have checked the grounds and hots at the pcm connecters, however ill check the grounding spots again today. Injecters do have 12v going to them
