Can you adjust the PS pulley while still in engine?

I think I may have found the culprit to my misaligned pulley system in my car. I eyed (lol pirate talk) my tensioner pulley and noticed that the belt jumped up and down a few millimeters every 2-5 seconds.

not sure what your ? means...but if your belt tension-er is original it should be replaced

Belt tensioner is brand new. Bought a few weeks ago through Amazon.
