I have a 1997 lt1 camaro,which is more effective ported heads or intake manifold

typically the intake manifold is "port matched" to heads that are ported.

The power gained is mostly from the heads paired with a cam

It wouldn't make sense to get ported heads unless you put a cam in it at the same time.

Not necessarily. You can make noticeable power with good ported heads on the stock cam.

Just answering your original question: ported heads, no doubt about it.
Manifold porting, matching, whatever...wont pay dividends until you've added well over 100 hp over the stock setup.
