1995 dual cat question
If you have no emissions problems/inspections put longtubes on.
If emissions are a factor you can run headers and Y pipe for a 94/95 using 1 large cat or you can purchase thirties for 96/97 and fabricate a dual cat Y pipe that will save you a lot of cash.
However, I didnt think they started doing dual cat setups until the 96 model so you might want to crawl under there and double check your 95.

As far as emissions they may only care there is a catalytic converter, but if I'm not mistaken, to remove/modify/move a cat from its stock location is a federal crime under the clean air act and a shop can be fined heavily if caught.

I was fortunate enough to have a shop install 2 1/2" CATS as my car came with 2 1/4" pipe. That was years ago. Now a shop would not do that..."legally"..here in CA

I'd hardly call Houston strict. I have high flow cats on LT's that pass inspection here, but that would never fly in Nazifornia (used to live there).
