Default Starter Relay Location

So the previous owner had problems with the vats and put a push button start on. Cars been sitting over a year now and I’m not getting any spark and not even a crank. Before I change the starter I want to start with the relay. Some say it’s the ignition switch or neutral safety switch. Any suggestions?

http://shbox.com/1/schematics_wiring.html Look on shobox's site. There is a good write up on no start no spark. And how to by pass vats with grounding the security box. That's how I get my car to start with the key now that it's got a carbed GENI SBC in it.
