A/C trouble
if the pump isn' getting a signal check the sensor they are a simple on off sensor and jumping them out on the harness side and seeing if the pump engages is a quick way to test them
also check the relay .

Is there any way to hook a manifold and give us some high side and low side pressure readings. Reason I say this is I have ran into the issue before where the compressor is getting full voltage the clutch is humming along at full rpm but something obviously happened to the magic behind the clutch and pulley because there was no pressure coming out of the compressor itself replaced the compressor and receiver drier and wham it was snowing in the car again. I agree with the first suggestion check to be sure your spinning and have good voltage if it is two wire plug check to be sure you have a good 12 volt connection and then take your black for your multimeter and put it in the other side and make sure your ground is golden. Keep us updated hopefully you'l be back to freezing in no time the summer temp can be brutal.
