I recently had to pull my motor and get new heads on my 95 trans am

LT1 based on the year? I would start with maintenance items like spark plug and wires, upgrade optispark cap and rotor maybe if you haven't done yet. Reseal what you can on the engine, like timing cover, rear main seal, intake, replace any hoses that may soon need serviced.

What are 3inch headers? What is a stage 1 cam? Actual part numbers and specs would be great as those things you said mean nothing. Are you getting stock replacement heads or ported heads with larger valves? Do you already have the supporting mods for this "stage 1" cam? Is it automatic or manual? What rear end gear?

I'm guessing he means headers with a 3" collector which sounds like your typical long tubes.
What cam? Assuming you have the supporting mods, some LE heads are probably the next step.
