Get a cam to match the heads. Go with an LE2 package, AI, or cmotorsports. All of these should be within your price range and yield the best bang for the buck. Don't forget about the costs of gaskets, lifters, rockers, pushrods, etc, they add up.

I would like to recommend Total Engine Airflow. I have there heads and custom Hyd. cam. My car has a very mild short block and runs pretty good. They are within your price range even with the cam.
